Lightningbending is the only one that follows directly though, being basically supercharged fire. Metalbending is, canonically, bending not the metal but the earth impurities in the metal, requiring finer control. Same goes for bloodbending, which is less controlling the blood and more controlling the water in the blood. It’s all very fine control over very tiny particles, not controlling a new thing entirely. In the same vein soundbending would be very fine control over nearly individual air particles. Nobody has giant ears after all so nobody cares if your airbending sounds like a grand orchestra from a giant’s perspective.

sure we usually use air to hear but that’s just because it’s closest to us
i don’t know
Well, air’s not just the closest thing to send sound through, it’s also the easiest. Water’s the next easiest and you know how dulled sound is underwater. You can barely even make anything out through a solid material. Plus sound’s not just vibrations but very tiny vibrations moving in unique ways; lightning, metal and blood all require enormous control to bend, and sound would presumably be just as difficult to make anything more complicated than swooshy noises.
And as fits the airbender theme, what with the whole pacifism thing, soundbending would be nigh useless in combat but indispensable in most other situations. Imagine a spy capable of altering his voice to sound like anyone, or of producing footsteps on the other side of the room, or of silencing himself altogether! Soundbending would be the bending of choice for any half decent spy, and you sure as heck wouldn’t be able to accomplish much bending sound through rock and water. Unless the guy you’re trying to fool is pressing his ear right against the ground for some reason.
